A catalogue search at the Library of Congress reveals El Comercio is there on non-circulating microfilm for the period January 1 1948 to December 31 1955.  They also have a contemporary collection (2000s) but it looks very spotty. The Center for Research Libraries in Chicago has a run of the EL 
Comercio from the 1940s to the 60s (I think). You may be able to get 
those on interlibrary loan.

If anyone knows of any other newspaper runs in North America, please let 
the rest of us know!
